Getting 100 for ma won't be too bad if you're doing 4U (I literally did nothing the day prior to the HSC exam and it doesn't even count anyways). No, it doesn't mean you have to full mark the externals but, you have to get pretty close around ~98 and more.
And yes, state rank is determined with your internals. See https://www.nsw.gov.au/education-an...-and-events/hsc-merit-lists#toc-top-achievers

Edit: I also checked it out 25% got a scaled mark of 90+ and in 2024, you needed a minimum mark of 75 to get B6 so, it is way easier to aim for a B6 rather than getting full marks.
For E2, the minimum mark is ~70 to get E4/B6
